This is a two-year pilot study to see if Salvation Army staff can better connect adult clients who use tobacco with free help to quit, by referring them to the Wisconsin Tobacco Quit Line (WTQL). The study tests two approaches at two Salvation Army sites in Madison, WI: (1) Enhanced WTQL Referral Implementation Support, where staff get training and ongoing help to weave Quit Line referrals into their work (no consumer incentives initially), and (2) an Incentivized Immediate WTQL Referral, which adds small incentives to encourage clients to accept a live Quit Line call right away. The two sites will start at different times to let the team refine the process, and about 233 adults are expected to enroll.
Eligible participants are adults 18 or older who are involved with Salvation Army services or who support WTQL implementation, and who can speak English, Spanish, or another language with available interpretation. Exclusions include anyone under 18 or anyone who cannot communicate with the study team. Participants will not receive a new drug or treatment; instead, researchers will observe and collect feedback through surveys, interviews, and program records to see how often referrals are made and used, how many staff participate in training, and whether people quit smoking. Key outcomes include the referral rate to WTQL, how many enroll in WTQL, staff training/adoption, and smoking abstinence at follow-up, with additional data on costs and immediate live-referral rates. Data will be shared in de-identified form after the study.

- Inclusion Criteria:
- • Age 18 or older
- • Involved in the management, delivery, or receipt of social services at a participating Salvation Army site, or a member of the University of Wisconsin-Center for Tobacco Research and Intervention Outreach Team supporting Wisconsin Tobacco Quit Line implementation
- • Able to speak English, Spanish, or another language for which an interpreter is available
- Exclusion Criteria:
- • Children under the age of 18
- • Unable to speak a common language with a study team member or available interpreter
