This clinical trial is looking at a new way to improve how healthcare systems use Motivational Interviewing (MI) and other evidence-based practices (EBP) to help people struggling with substance use disorders. The study will test a strategy called LOCI-SL, which aims to bring together leaders from various organizations to work on better implementing a special AI platform called Lyssn. This platform helps ensure that treatment practices are effective and high-quality. By focusing on how organizations operate and supporting their leaders, the goal is to create a better environment for both providers and patients.
To participate in this trial, individuals need to be involved in organizations that work with substance use or mental health treatment, such as policymakers, agency executives, clinic managers, or counselors. Participants can expect to engage with other leaders in the field, share their experiences, and help shape the way treatment is delivered in their communities. This is an important opportunity to be part of a statewide effort to improve care for those dealing with substance use challenges.

Eligibility criteria
- • 1. Stakeholders from Oregon Health Authority (OHA), Oregon Alcohol and Drug Policy Commission (ADPC), staff at provider/payer advocacy organizations (e.g., CCO Oregon, Oregon Council for Behavioral Health), and relevant managed care organizations (Coordinated Care Organizations, CCOs), Indiana Department of Mental Health and Addiction (DMHA), or Indiana Department of Child Services (DCS).
- • 2. Executives and/or managers at participating substance use disorder and/or mental health treatment agencies.
- • 3. Clinic managers/supervisors in clinics that provide substance use disorder and/or mental health treatment.
- • 4. Counselors (i.e., service providers) employed at participating agencies that provide substance use disorder and/or mental health treatment.
