This clinical trial is looking at ways to encourage more people to get tested for HIV and Hepatitis C (HCV) in emergency departments (EDs). Many patients who are at risk for these infections often refuse testing, so the researchers are trying a new method called a persuasive health communication intervention (PHCI). This intervention is designed to be simple and quick, and it can be delivered either through a short video or by a counselor. The goal is to see which method works better in getting patients who initially declined testing to accept it. The study will include adults aged 18 and older who speak either English or Spanish and have not been tested for HIV or HCV in the past year.
To participate in this trial, you need to be at least 18 years old, not currently infected with HIV or HCV, and not involved in another HIV or HCV study. If you join, you will be randomly assigned to receive the PHCI either through a video with captions, a video without captions, or from a counselor. The researchers will compare how well each method encourages testing acceptance among different groups of patients, including those with a history of drug use and those without. This study is important because it aims to improve testing rates, which can lead to earlier treatment and better health outcomes for individuals at risk.

Eligibility criteria
- Inclusion Criteria:
- • ≥18 years-old
- • Speak English or Spanish, and able to provide informed consent for study participation
- • Not HIV AND HCV infected/Antibody+ (per EHR review and patient report)
- • Not already participating in a HIV or HCV study (e.g., HIV PrEP, HIV vaccine)
- • Not tested for HIV OR HCV within the past 12 months (per EHR review and patient report)
- Exclusion Criteria:
- • \<18 years old
- • Unable to speak Spanish or English
- • HIV or HCV positive
- • Currently enrolled in another HIV or HCV research study
- • Has tested for HIV or HCV in the past 12 months
